Two Berlin districts set to launch legal cannabis pilot programme

Starting in summer 2025, legal weed stores are set to open in Berlin's Friedrichshain-Kreuzberg and Neukölln districts as part of a study run by Humboldt University.

Two Berlin districts set to launch legal cannabis pilot programme

Starting summer 2025, residents of Berlin’s Friedrichshain-Kreuzberg and Neukölln districts could be legally purchasing cannabis. The pilot project, backed by Humboldt University, aims to study the effects of regulated cannabis sales.

To participate, you must be a legal adult, a resident of one of the two districts, and willing to enroll in a five-year scientific study. This involves regular surveys and adherence to strict purchase limits: a maximum of 50 grams per month, with a 25-gram cap per purchase. The cannabis will be sourced from legal producers and sold at prices comparable to the illegal market, but with significantly higher quality.

“We see the need,” says Neukölln’s district councilor for social affairs and health, Hannes Rehfeldt (CDU). With an estimated 70,000 cannabis consumers in the two districts, the project aims to enroll at least 2,000 participants. As Berlin tries its hand at legal cannabis, similar initiatives are set to launch in Frankfurt am Main and Hanover.
