Germany imported over 72 tonnes of medical cannabis in 2024—nearly 30 times more than domestic production. Meanwhile, the cannabis clubs that were promised to consumers a year ago are still waiting on approval.

Germany’s medical cannabis imports skyrocket in 2024

Germany’s medical cannabis imports surged in 2024, with the total amount skyrocketing from 8.1 tonnes in the first quarter to 31.7 tonnes in the fourth quarter, according to the Federal Institute for Drugs and Medical Devices (BfArM). Over the course of the last year, more than 72 tonnes of dried cannabis flowers were brought in, with Canada supplying the largest share (33 tonnes), followed by Portugal, Denmark, and North Macedonia.

Meanwhile, Germany’s own production lagged far behind, totaling just 2.6 tonnes — an amount fixed years ago in a long-term licensing deal. The reasons behind the import boom remain unclear.

Since April 2024, non-medical cannabis use has been legal in Germany under strict conditions. While individuals can grow up to three plants at home, licensed cannabis clubs were introduced to allow collective cultivation. However, in Berlin alone, 18 clubs are still waiting on approval, while in Brandenburg, 22 applications remain pending. In January 2025, the first Berlin club successfully distributed homegrown cannabis to its members — potentially a sign of things to come.
