Senate Leaves Millions in Cycling Funds Unspent

Despite ample funding, the development of Berlin's bicycle infrastructure stagnates.

Last year, the Senate spent significantly less money on cycle path expansion than it had available. According to the transport authority’s latest progress report, only the construction of new bicycle parking racks has increased. All other trends are downward.

Including federal funds, nearly €27 million flowed into cycling infrastructure in Berlin in 2025, according to the cycling progress report. This represents a decrease of almost €4 million compared to the previous year.

As a result, significantly fewer new cycle paths were completed, totalling 21.2km, compared to previous years. In 2022, the figure was 32.4km, and the length has decreased every year since.

The Senate had significantly more money available. According to the report, approximately €82.4 million was available for cycling infrastructure last year. However, the transport department only spent a third of the available funds, while the civil engineering department spent 80%.

This means that the expansion of the cycle path network in Berlin continues to stall considerably. Of the 2,400km of routes currently planned for Berlin’s cycle network, only about 140km, or around 5.8%, were completed between 2017 and 2025.
